I like Kompozer. It's a fixed variant of the buggy NVU HTML editor. Not too difficult for new users, and very powerful.

There are a lot of web 2.0 type of sites that allow website creation with pretty good templates and quite easy. Check out Jimdo.com, Weebly.com and Synthasite.com
