I just had my 30 day appointment to return to BKK Immigration to "Hear the Result" of my first non-O visa extension based on marriage to my Thai wife. Everything went smoothly and quickly. The two immigration officers at the desk had a stack of passports in their inbox and worked quickly to get everyone processed. I must have waited 40 minutes for my passport to come to the top of the stack, and the two officers spent just a couple of minutes each reviewing my paperwork and stamping my passport. I was given one year additional from the date I appeared to apply for the extension last month.

The inboxes were full of other people's files which were very thick. As a first time applicant, my file was very thin. I was wondering why, if the file is added to every year, why would it be necessary each year to resubmit all the original documents and pictures again? Any ideas?

Because that is how they work. They check the same basic data each year and add it to the file. That it is in the file helps to prove that it was checked I suspect.
