The study you mention does not seem to have published its resulkts yet. However there have been many prior studies using Botulinum Toxin Type A and these indicate that it is helpful in treating upper limb spasticity after stroke. It is especially effective when combined with electrical stimulation, see this article for references http://www.medscape.com/viewarticle/524042_4

It is being used at the Bangkok Hospital Neuroscience Center, altho with the Botox rather than Dysport brand (Botox is also Botulinum toxin Type A), see this link, which also has their email: http://www.bangkokhospital.com/eng/BOTOX.aspx
