Crime Legal Institute Launches Ethical Interrogation Training

The Nitivat Institute of the Office of the Attorney General has launched a specialist training course aimed at improving the effectiveness and integrity of witness and suspect questioning within Thailand’s justice system. The programme places a strong emphasis on international standards and human rights principles. The certificate course, titled “Investigative Interviewing: PEACE Programme”, opened on 1 August at the Thailand Institute of Justice (TIJ) on Chaeng Watthana Road. Mr Banchart Khieowtai, Secretary-General of the Nitivat Institute, presided over the opening ceremony. The training is a collaborative effort between the Nitivat Institute, TIJ, the Norwegian Centre for Human Rights (NCHR), the University of Oslo and the Association for the Prevention of Torture (APT). Also attending the opening were Dr Anuwanan Wongpichet, Deputy Director of TIJ and Mr Nit Satchiphanon, APT’s Asia-Pacific representative. Mr Banchart highlighted the challenges currently facing Thailand’s justice process, especially in the area of suspect and witness questioning. He noted that traditional interrogation methods often prioritise confessions over factual accuracy and may involve inappropriate techniques that violate human rights and erode public trust in the legal system. To address these issues, the PEACE (Planning and Preparation, Engage and Explain, Account, Clarification, and Challenge, Closure, and Evaluation) model, an internationally recognised framework for ethical and effective interviewing, is being introduced. The model promotes non-coercive techniques, encourages rapport-building between officers and interviewees, and avoids the use of leading or manipulative questioning. Its goal is to ensure fact-based investigations and fair trials. “The justice system must shift from confession-led procedures to truth-seeking methods that are rights-respecting and reliable,” Mr Banchart said. “This programme equips prosecutors and justice officials with practical tools to do just that.” The second cohort of this training course will include both theoretical sessions and hands-on practice. While the theoretical training took place at TIJ on 1 August, the practical component will be conducted from 25 to 29 August at the Amari Hotel in Hua Hin, Prachuap Khiri Khan Province. The initiative ultimately seeks to strengthen the foundation of the rule of law in Thailand by promoting justice that is both effective and humane. Adapted by Asean Now from Naewna 2025-08-03 -

In fact, the only ordinary mail I've sent or received in the last 20 years has not failed to find its destination within two weeks. The one with tracking I sent my daughter in January took three months. -

Fire Man Escapes Through Window as Blaze Engulfs Electronics Shop
Picture courtesy of Khaosod A man was forced to escape through a window after a fire broke out in his electronics shop in the early hours of the morning, prompting a full emergency response in Pranburi district, Prachuap Khiri Khan. At approximately 00:30 on 2 August, officers from Pranburi Police Station were alerted to a fire at a commercial building housing Charoensin Electronics, located at the entrance of Soi Phetcharat in Ban Tamru, Khao Noi Subdistrict. Fire engines from the Pranburi Municipality, Khao Noi Municipality, Nong Ta Taem Subdistrict Administrative Organisation and the Pranburi Rescue Foundation were immediately dispatched to the scene. The fire had engulfed the ground floor of the two-and-a-half-storey building, which served as both a sales and repair shop for audio equipment. Witnesses reported thick black smoke billowing from the premises and loud cracking sounds from within. Local residents attempted to contain the flames using garden hoses, but their efforts were hindered by a closed metal roller door, which prevented access to the interior. Upon arrival, firefighters struggled to gain entry and were forced to forcibly break down the doors. As they did, thick smoke poured from the second-floor windows. It took more than 30 minutes of intense firefighting to bring the blaze under control. Unfortunately, the fire had already destroyed a large number of valuable items, including amplifiers, speakers, karaoke systems and two motorcycles. Much of the damaged equipment belonged to customers and acted as fuel for the flames. A neighbour, who lives opposite the building, told reporters they first heard a persistent high-pitched buzzing sound. “We thought someone had left something switched on,” the neighbour said. “Then a man from across the street shone a flashlight at us and shouted, ‘Fire!’ We saw the smoke getting thicker and tried using a garden hose, but it was no use. We could see red inside the building and started hearing small explosions from equipment, so we had to retreat.” Mr Bird, the shop owner, recounted the terrifying experience. “I had just finished cleaning the air conditioner around 10 or 11pm and went to relax. At about 12:20am I smelled something burning. I heard what sounded like strong wind and opened my bedroom door. The smell hit me straight away, so I went down to the mezzanine but only managed two steps before thick smoke forced me back.” “I ran to the bedroom window and signalled to my neighbours across the street that there was a fire. Then I had to climb down through another room, using the roof and a window to escape. Once outside, I saw the flames and realised everything downstairs was alight. I never leave plugs in, so I believe it must have been an electrical short circuit, in the system.” Mr Bird said he had gone downstairs at 23:00, to store some items and everything appeared normal at that time.
