I am going to be in Thailand from the JAN 17 To April 16.

I need to go to my local Thai Consulate? (I'm in South Florida) and get a visa stamp? What should I ask for exactly? And how long does it take to get the stamp, can I go a few days before my flight?

What is the purpose of your visit?

If it is tourism you will likely have to go for a tourist visa. Tourist visas are only good for a 60 day stay. However, you can extend it one time for 30 days in Thailand at an immigration office. I am not sure of the mechanics of the extension, whether they extend from the day of application for extension or from the end of your 60 day permission, if the former, thats a bit of time pressure for you in Thailand. If the timing for the tourist visa extension is going to be a problem you can leave Thailand near the end of your 60 day permission and spend a little time in a neighboring country, then you can come back in a get a 30 day stamp upon entry (not a visa, no application needed) that will carry you through your trip. For even more flexibility, you can apply for a double entry tourist visa, giving you two entries with 60 days each, but with that you will still have to take a quick trip out of Thailand.

Perhaps you have a more serious reason, visiting Thai family, education, etc, in which case you should say so, and perhaps you then could get a single entry O visa good for a 90 day stay. Normally in the US you need some kind of reason other than tourism to get a 90 day visa.

You should avoid the pressure of applying for a visa last minute. The turnaround is usually not instant. There is an application and specific requirements for each visa type, for details you need to directly contact the consulate. For example, they may require a copy of your air tickets, only they can tell you what they specifically require. They can also tell you about the turnaround time.

You can apply for a single entry tourist visa that can be extended for 30 days at immigration here. Extension will extend your 60 day permit to stay giving you a total of 90 days. It will only take a couple of days to get visa.

One more question,

With this am I allowed to leave and re-enter the country multiple times or no? Like if i want to do..

Bangkok > Laos > Bangkok > Siem Reap > Bangkok > Brisbane > Bangkok

within the 90 days. Is this allowed or can i only re-enter once after 60 days to get the full 90 days?

The Visa is only valid for 1 entry . Once you leave it is expired.

You can leave and return, each time getting a Visa Exempt Entry Stamp for 30 days.

The rule with these is a total of 90 days in a 6 month period.

However , airlines may not let you on the flight if you do not have a ticket leaving Thailand within the 30 days.

You will need the Visa to enter Thailand.

When you leave your Visa is expired.

You can Re Enter Thailand and get a 30 day stamp. You can keep doing this for a total of 90 days stay.

As I said some airlines might not let you on the flight if you do not have a ticket leaving Thailand within these 30 days.

You can get a 2 or 3 entry tourist visa at the consulate. Each entry would allow you to stay up to 90 days with an extension. If you are going to leave the country for a short period and planned on returning before the 60 day permit to stay ends you can get a re-entry permit (1000 baht) at immigration. Also if you were near the end of the 60 days you could go to immigration and get the 30 day extension (1900 baht) and a re-entry permit that would include the 30 day extension valid until date.

The problem you might have using visa exempt entries is the onward ticket from Thailand that has to be shown when you check in for your flight to Thailand because some airlines will want the date of that flight to be within 30 days when not using a visa.
