there is no beach in surat but if you head out east past donsak you'll find a few quiet beach resorts near sichon.

if you want to stay in surat city, try the 100 islands across the street from lotus tesco

Head to Khanom Beach past Don Sak there are lots of resorts there. I can recommend the Rabiangsai Resort although there is plenty of them along the stretch of beach there.
