Guys, a friend needs a little help with his tax form.

This tax year, well it must actually be the last tax year, he lived and worked in New York for six month and then retired overhere (Thailand)...he came here about 6 months ago.

His income in the US was only from his employed job and some bank interest. Apparently he has no other income or allowances to claim, he is married.

So 1...can anyone advise on how he can work out his tax, or point me in the right direction so that I can

Or 2...anyone qualified to complete his form.

I'm from the UK and tax returns are not a problem there. He tells me that if he works it out incorrectly and underpays that there is a fine, if he overpays he gets it back sometime.....is this correct? are the fines large?

Check with the US Embassy American Citizen's Services office and they can answer some questions and also recommend some tax accountants locally.

It's better to overpay and get a refund later than to owe them and get penalized. The IRS loves to come after the little guys no big corporate lawyers to deal with.

You a talking about the 2008 tax year. He obviously completed a 2007 tax form and his 2008 should be the same since he is not claiming any overseas income. He might want to call the US consulate, 02 205-4000, and ask them when the IRS expert will be in Bangkok and if he still needs clarification he can make an appointment to see them. I'm refering now to the Federal tax return. I dont know what New York starte requires.

Rather then call the US Embassy number call direct to the American Services Section in the cousulate at : 02 205-4049

It does not make any difference where you live. The IRS is only concerned where the money is earned. If US earned, you will be taxed the same as if you lived in the US. You will also be liable for state taxes for the period you resided in the US and earned the income.

He will have to pay New York state income tax also.

Does he have a W2 yet, It will show his income and how much tax was deducted from his income.

Since this topic is not Thailamd related and the OP has gotten some good answers and sources of info. I am now closing it.
