With most of the major European banks you can open an account by internet. BTW one of the biggest and most profitable bank in Europe (RABOBANK) only have E banking, they not even have 1 branch everything goes by the Net.

Try to open an online account with Rabobank and what you get is - you can have it as long as it is directly linked with, and based on, an existing account with other bank. And there we are: that existing account had to be open in a "brick and mortar" fashion with all the ID checks, not online.

Admittedly, they'll generally send you some forms to fill in, so you'll need a UK address (or someone to forward the letter to you), and will usually assume you transfer an initial sum into it from an existing bank account. An e-banking account is very difficult to set up as your first bank account still.
