Confused With My Internet Access

My building in CM has TOT 1 meg ADSL and it has been going up and down over the last 2 weeks. It was down 3 hours yesterday. It has been sort of down of down for an hour so far. "Sort of" you ask? Well, I am accessing ThaiVisa right now and I am downloading some torrent music although quite slow, it downloading at 2 to 7KB/s. I cannot access any international websites so far and get the message "firefox cannot find the server etc.". You might say maybe it is only an international problem because I still am accessing ThaiVisa server which I assume is in Thailand but another Thai website for the CM cycling club which run by a Thai person also not accessible. It doesn't explain why I am able to connect to the torrent website,

As I was writing the above message, I continued to have the problem. After I sent the message, I checked again and I am back up.

I'm happy but still confusing!
