Siam commercial bank use to charge 20 baht for foreign bank atm withdrawals, most banks in thailand are free, because you get charged by your own bank for foreign usage as well. I was shocked when I went to the Siam Commercial Bank in Pattaya, and it said to me there will be a charge of 150 baht to withdraw these funds, which is a big increase from 20 baht, so went up walking street and took my money out for free. Why is the bank scimming money from tourists using foreign cards? Because they already make a percentage on the interchange rate between them and your bank, plus your bank charges you as well.
