Not sure where you'd buy a second hand one but today I passed a lathe (& milling) workshop on Sukhumvit, Jomtien.

Coming into town from Chaipruk traffic lights...past The Village...past Phoenix school...past Kanyong...the workshop is signed within the next 100m.
