I think it means that these lights are not going to change but be aware and careful of any traffic coming from the side road.

I thought flashing green on a normal traffic light post ,means it's about to change. The flashing reds / orange ( only one light )you see at intersections are the ones that warn you, of cross roads or entering traffic.

Maybe they've put the wrong colour lightbulb in :)

Sorry Rooo...I thought he meant they were permanently flashing ....does he mean they just flash before they change to red then?
