Can someone please advise the steps required to transfer ownership of vehicle between 2 parties.

Setup a contract, easily done with one of the standard forms you can buy in the most stationary shop. Put in a lower price for the change of registration, because the fee depends on the selling price. Then both parties go to the Land Transportation Office, the new owner must bring a proof of address, either Tabien Baan or Confirmation of Residence from the immigration office (Work Permit is fine, too). Don't forget to show up with the vehicle, since engine number and chassis number will be checked, too. The whole procedure can take between 1/2 and 5 hours, depending on the direction of wind, humidity, mood of the officer, and whatever else might have influence. Depending on the office a donation for coffee breaks might work as an accelerator.

Transfer fee depends on selling price or Transport Dept valuation so a 2009 Accord invoiced at 10,000baht won't work you have to be realistic.

my advice is for the small amount of money involved tell them the right price. there not stupid and if they catch you out. megger problem's.
