State of Emergency decree imposed in Bangkok, Samut Prakarn and Nonthaburi.

BANGKOK: -- Prime Minister Abhisit Vejjajiva conceded the enforcement of Internal Security Act (ISA) had failed to deter the protests by the red shirts.

Abhisit then deemed it necessary to invoke the emergency decree over Bangkok. Deputy Prime Minister Suthep Thaugsuban has been appointed to supervise the emergency rule.

"We want to facilitate other actions to restore peace and order. The actions will be in accordance with the law and international standard," Abhisit said in a TV-pool broadcast.

The prime minister reaffirmed that the emergency rule would not mean an imminent crackdown on protesters but to become an effective tool to enforce the laws, including the legal proceedings against red shirts leaders.

He promised to restore the nolmacy as soon as possible.

The emergency rule covers Bangkok, Nonthaburi, Samut Prakan, Ayutthaya, Pathum Thani, Nakhon Pathom.

Govt Announces State of Emergency

BANGKOK: -- Prime Minister Abhisit Vejjajiva came on national television at 6 p.m. today to announce a state of emergency for Bangkok, Nonthaburi, and some districts in Samut Prakan, Pathum Thani, Nakhon Pathom, and Ayuthaya to control the red-shirt protest.

He said with the rally by the red-shirt group since March 12, the government has tried hard to prevent unrest for the country. However, this endeavor has not been successful. The rally has led to a violation of the law and the Constitution and has caused great inconvenience for the people, the economy, and foreign confidence in Thailand.

The situation has been especially difficult in the past two days. And today, the country saw the invasion of Parliament.

He said, therefore, today's special Cabinet meeting has decided to announce a state of emergency.

The prime minister added that the government wants the situation to return to normal, prevent misleading information that provokes social divide, prosecute rally leaders, and pave the way for effective prevention of acts of violence.

This state of emergency announcement is not intended to prosecute or go after innocent members of the public but is aimed at normalizing the situation.

The government has appointed Deputy Prime Minister Suthep Thaugsuban to oversee the enforcement of the state of emergency.

BANGKOK (AFP) -- Thailand's prime minister declared a state of emergency in the capital and surrounding areas Wednesday in response to escalating anti-government protests.

"The state of emergency aims to resolve the situation and bring a return to normal," Prime Minister Abhisit Vejjajiva told a nationally televised press conference.

The decree came after red-shirted supporters of ousted premier Thaksin Shinawatra forced their way into the country's parliamentary compound, stepping up weeks-old protests aimed at toppling the government.

So what will be the difference?? The state of emergency was declared under really elected governments too. Soldiers did nothing. Anupong does not have the stomach to act now either. He has learned his lesson. He will not become the pawn in Suthep's and his bellboy Abhisit's game.

In purely practical terms, what does this mean?

It means that now we get to see if the government has military and police backing or not.

Samak's state of emergency during the yellow shirt protests meant absolutely nothing.

In the days to come either the cops and soldiers start doing their job and the teargas cannons and batons come out.... or nothing happens and the protests drag on forever in stalemate.

Either way, I'd avoid the area around Central World for a while.
