Hi. i was thinking of make a non-ed visa in november . . . and also want to make a holiday to philippines the same time . . .,

I read that there was a thai consulate in Cebu city that i would like to use . ,

If i have all papper work then there should be no problem right ?

Wrong. The Thai embassy in Manila is notoriously noted for being unfriendly to foreigners seeking a visa.

Even with Non immigrants ?

Everybody has had problems for any type of visa at one time or another. You take your chances but I would not have high hopes - they often use the need this and then need that rather than say go away. Have not seen any specific Cebu information however.

Like all consulates, you should have no problems if you have the correct paperwork..

We recently had a customer obtain a ED Visa in Manila with no hassle.

Manila has not been "like all Consulates" and there is no such thing in point of fact. Manila has a long and well deserved record for disapproval and asking one thing after another of visa applicants until they give up. Perhaps there has been a recent change but have not seen enough reporting either way recently to make any such conclusion. But I can say different Consulates can have very different requirements.
