First: Are there any updated on double entry tourist visas at Thai Embassy in Vientiene?

Next, dont know if anyone has ever tried this before: I have duel citizenship (not Thai) but so far have only travelled on one passport although I carry 2.

If I were refused a tourist visa in Lao on the passport I normally use because of previous tourist visas could I chance to the unused (other country) passport and apply using it even though there is no entry stamp into Lao?

If I was granted a Thai tourist visa in my 'new' passport how would I get on leaving Lao without an entry stamp?

Possibly leave Lao on the passport with the entry stamp and enter TL with the other?

You can not change passports on a land border.

If you were asking if Vientiane still issues two entry tourist visas that answer seems to be yes in most cases (they can refuse and sometimes do).
