Renewing your DL at the new Pattaya office off Route #36 is quite efficient.  Approach an officer at window 1-2-3 to get the necessary form.  Bring along a copy of your passport ID page; the pages with your visa and latest entry stamp and departure card.  Only one copy required.  You also need two pictures. These are conveniently obtained at one of those small kiosks in the malls that do the computerized digital pictures.  Remember that the one on the DL is quite small = not a passport size.

After you hand in this set of documents at window #4 -- along with 105 baht -- you will be told to return in a specified time: say one hour.   At that appointed time go to window #5 the DL should be ready.  Do not wait for them to call your name.  They just stack up the cards until you call for it.  They only seem to call the names of those who have some question or difficulty.      

The building itself is not hard to find but is not well marked.  As you headed west toward Pattaya from route 7 (the motorway)  the turn off is the first road past the Regents school entrance.  It is marked by a white arrow sign in Thai.  Follow that road around to the left and there will be a two story white building on the right and row of shops on the left.  Those shops provide copy and laminating services as well as food and drink for your waiting period.  Proceed to second floor of the government bldg and you are home free.
