I'm running Windows 7 Ultimate edition on my PC and there are changes I would like to make that the OS won't allow me to do. How do I get the "permission"?

Right click the application you want to run and choose " run as administrator " Job done

No idea about a cracked Xbox game on a PC..

A normal cracked game... you unplug the internet and install the game and crack. re plug in the internet and game works fine
