My wife got one a couple of weeks ago. Think it was 1,000 baht + return post charge about 80 baht.

ID card only when gf got hers; applied on a Monday morning passport arrived Friday afternoon same week.

Was able to get an new ID card also (passport people suggested this as old one was in a poor state) - from a building diagonally across the intersection, that was done 'while-you-wait about 20min and 45 baht fee.
