Does anyone know if it is free as long as I get my application in before 3/31/2011? I ask because my vacation is planned for right after that date so I will be arriving in April, but I will be applying way before march 31st 2011. I don't want to not send the money assuming it is free for me, then have problems getting my visa. I appreciate any replies.

Yes, if you apply for a tourist visa before that date, it should be free. The date of entry doesn't matter.

Do consider that a tourist visa must be used within a certain time frame. Most times you must use it within 6 months time, but the odd consulate will only give 3 months.
