Two dead in Thai prison riot: official

BANGKOK, February 17, 2011 (AFP) - Two prisoners were shot dead and up to 40 injured after the discovery of an apparent escape attempt from the maximum security wing of a Thai jail sparked a riot, an official said Thursday.

Around 50 inmates armed with knives, rocks and bottles attacked guards at the prison in Ratchaburi province, west of Bangkok, after authorities discovered cuts to a security fence, the jail commander told AFP.

"At first we couldn't control the situation because we didn't have enough manpower, but later we got support from the police," Surachai Phumkaew said.

"We tried to negotiate with them but five to 10 prisoners refused to lay down their arms, so we had to use a last resort to control the situation."

Authorities opened fire on the group, leaving two dead, while Surachai said up to 40 inmates had also suffered minor injuries in the riot.

He said the situation was under control.

The unrest was sparked when guards found cuts to the fence separating the high security unit, which houses 140 inmates, from other parts of the prison and tried to investigate whether a prisoner had sought to escape.

All prisoners were accounted for after the riot, Surachai said.

In November, about 200 prisoners were involved in a rebellion at a jail in Lopburi, north of Bangkok, after officials confiscated four mobile phones thrown inside the facility by relatives of some of the 2,200 inmates.

One prisoner died after police and army commandos entered the jail to put down the riot when negotiations failed to end the standoff.

Two inmates killed in Ratchaburi prison riot

Published on February 18, 2011

Two inmates were killed in a revolt at a Ratchaburi prison yesterday evening.

A 200-strong joint force of prison guards and local police were mobilised to control the situation.

Prison commander Surachai Phumkaew said the inmates were shot by prison guards trying to defend themselves against attacks with sharp implements. An investigation into the revolt and the deaths is underway, he added.

Initial details also reported "a large number of injuries", possibly sustained by the rioters. According to a report, the riot was sparked by a small-scale brawl.

A news tweet from traffic radio Jor Sor 100 later said two people had been killed. The inmates, however, were not named. About 30 inmates were reportedly involved in the riots, which also caused a lot of damage to property.

Later news reports said the revolt stemmed from the inmates' opposition to a prison search that turned up a large number of contraband items.

The victims were identified as Decha Jorrasu and Jued Kerdsirilek, both drug-related convicts. The situation was under control after a three-hour operation.

News tweets said another person was also killed, bringing the number of fatalities to three. However, the third death could not be verified at the time of going to press.

Ringleaders of Ratchaburi prison riot to be moved

By The Nation

Inmates who played a key role in Thursday's riot at Ratchaburi Central Prison were transferred to a higher-security facility yesterday.

The riot, during which prison officials were attacked, ended only after two inmates had been shot dead.

"We have transferred 15 inmates to Khao Bin Prison because of their violent behaviour," Ratchaburi Central Prison chief Surachai Phumkaew said yesterday.

Khao Bin Prison, located nearby, usually detains inmates who have committed serious crimes.

Surachai said an investigation was underway to determine who was responsible for cutting holes found in the security fences of Ratchaburi Central Prison.

"No one has confessed," he said.

Surachai suspects the holes were made by inmates to receive mobile phones or drugs from outside.

"Many of the inmates appeared under the influence of drugs during the riot," he said.

More than 100 officials from the Corrections Department's commando unit yesterday scoured the prison to check for other things inmates may have hidden.

"At this point, our search has uncovered cell phones, illicit drugs and other prohibited stuff," Surachai said.
