How on earth does he do it?

Croc beat me to it, but I also came across the answer...in that particular picture, the car driving on the left was a big clue, combined with the fact that it's a capital, obviously a small city and a climate that is not tropical...the choices narrowed very quickly

Plus the fact it's been on at least twice before. I think I posted it the first time! I think we've used just about all the capitals.
