As far as I know, that is correct for a Farang and Thai.

But Thai male and Thai female is 16 by law, and younger will be accepted with parental written consent, but not sure if the latter is actually a legal marriage or a religious marriage.

According to wilkipedia it's 17 with parental consent, 20 without parental consent and 15 in special circumstances with court approval.

I disagree. The rule is that both must be at least 17 years old, but in special circumstances the court can give permisison to marry at an earlier age. It doesn't give a minumum age in the case for court permisison.

For a minor consent by the parents is required, but if consent is denied one can petition the court to give consent. One is a minor in Thailand till one reaches the age of 21. So till one is 21 consent of the parents is required.
