A sign at the Licensing Office that serves the Pattaya area had a sign that said you could get a one year license with tourist visa. You would not be able to get a 5 year license though but would have to get another one year every year until you had a Non-O.

The sign was there about a year ago and I don't actually know anybody personally that has done it.

most DLT accept tourist visa, only some accept 30 days entrystamp

I have car and bike licence from the Chonburi/Pattaya office and got that in July on a 30 day visa waiver stamp - but had residence certificate from immigration.
