Unable To Access Panoramio

I have been unable to access Panoramio pics in Google Earth or the Panoramio.com website for a couple months without using a proxy. I haven't seen the MICT message that comes up for blocked pages but I can't access the website or photos unless I use a proxy. Does anyone else have a similar problem? Any idea as to why? I use TOT but if they were responsible for this I would have expected to see other complaints.
