Thailand to block e-pornography by year-end

BANGKOK: -- Thai Prime Minister Thaksin Shinawatra on Friday vowed to block all access to website pornography by year-end, although details on how the government will do so remain fuzzy.

Watana Muangsook, Thai Minister of Social Development and Human Services, told reporters that the prime minister had instructed him to find the means to block access to Internet porn by the end of December.

The minister will hold a meeting on November 30 with various Internet related authorities such as the Information and Communications Technology (ICT) Ministry to discuss means of carrying out the prime minister's instructions.

Watana estimated that there are currently 800,000 foreign websites available in Thailand, of which one third carry pornographic images.

Thailand is mulling a cyber-crime bill that would make posting pornography illegal.

End Child Prostitution, Child Pornography and Trafficking of Children for Sexual Purposes (ECPAT), a leading child's rights protection group, earlier this month launched a report on cyber-abuse of children that called on governments and the e-industry to clean up the 3 to 20 billion dollar business in cyberspace child pornography which they call child abuse.

In an ECPAT report launched earlier this month in Bangkok, the child protection group listed Thailand as one of the countries with the most pornography sites.

"Of this material, 55 per cent is reported to be generated from the United States and 23 per cent from Russia," said the report, titled "Violence Against Children in Cyberspace. "Most 'free to view' sites were traced to ISPs in Russia, the U.S., Spain, Thailand, Japan and the Republic of Korea," it added.

The group cited the United Kingdom as one of the few countries to take a lead in both legislating against cyberspace child pornography and self-regulating the flow on ISPs (Internet Service Providers).

Web sites are in the millions, not hunderd's of thousands.

Or do they mean sites hosted in Thailand?

Did they bother to read the next paragraph?

If the sites are in Russia, US or Spain, then Thailand cannot be blamed.

One contradiction after another.

These people do themselves a real dis-service with this sort of statement.

They do this in the UAE but they only have one ISP so its not that difficult. Problem is they block alot of the sites by using key words like sex, pussy, etc so if you like cats or have erectile disfunction your fcuked ! !

I am sure it will never work here, like most things this government do they will make another half hearted attempt and then it will disappear behind the unveiling of another hub or clampdown.

Zeeehie, I wonder how many of the 13 million Tourist coming to Thailand each year would be effected by such moral standard of having no porn, no prostitution and no pedophilia hey?

My god think of the poor bars, hotels and yes, dare I say it, the Condo Property values in Bangkok, Patty Beach and Puckett, will they crash and tumble then? hey!

Could this be a society for westerns to exist and or to live in or visit without the “3 P’s” Porn, Prostitution and Pedophilia? Similarly, Could Thailand survive and exist without the 3 P’ hey, what say you?

all this coming from a technical guru who started in computers and built himself a massive high tech company based on on his sound understanding of how it all worked - though I think he probably has this vision of 10,000 people out there with tubes of silicon sealant blocking up all the holes that allow the nasty things in....... maybe it need to be explained to him in detail that to achieve his vision he needs to remove the data and telephone connections to the outside world , turn off all the mobile phone towers , de-activate the two way satellite comms , and jam the HF frequencies in the country - that would cut it down to a trickle.

This kind of sloppy reporting always bothers me. :D They assemble a loosely related bunch of facts and figures and put them all in the same story as though they were related. Child pornography is something that should not be condoned by anyone and should be removed from the internet whenever it is found. BUT, the way this article is written, they are implying that ALL porn is child porn, that all of Thailand's prostitutes are underage, that all of the punters here are child molesters, etc...etc...etc...

I think all countries - the US, the UK AND Thailand should prosecute the child molesters and leave the consenting adults alone.

If my memory serves me, back in (i think) '95 when Thaksin was (I believe) governor of Bangkok, he promised to solve the traffice problem within six months. He resigned from that post....someone please correct me if I'm wrong...

There are relatively few ISPs in Thailand, and because they can have their licences withdrawn for "non-cooperation" with the authorities they are strict in blocking sites on the ICT's block list or closing porno sites stupid enough to open on Thailand-based servers.

The block list updates are typed manually into each ISP's proxy cache config file, so entering and maintaining 800,000 banned URLs would be a mammoth undertaking. Let's just hope they don't decide to block sites based on key words. Even this would be difficult because they'd have to block all the words in at least the Thai and English language. The complexity of the problem is why the government has done a lot of talking with little action so far.

GOVERNMENT WILL CRACK DOWN ON PORN BEFORE CHILDREN'S DAY

The government is preparing a major crackdown on pornography before the upcoming Children’s Day.

Yesterday, a meeting of a committee to promote constructive media was held and chaired by Prime Minister Thaksin Shinawatra. Prime Minister’s Office Spokesperson Surapong Suebwonglee (สุรพงษ์ สืบวงค์ลี) said afterwards that in December, all provincial governors and the Metropolitan Police will commence with the porn-sweeping operation and will work to make it in time for Children’s Day. Emphasis will be put on pornographic sites, where the Information and Communication Technology Ministry and the Royal Thai Police have already been assigned to have direct responsibility.

Yesterday’s meeting also agreed to have private organizations and universities contribute in producing constructive television and radio programs for the Thai society, where the budget would be provided by the government. Work is now concerned with having related agencies survey youth’s opinions regarding what kind of programs they want.

Mr. Surapong further mentioned that internet and on-line game shops will be regulated in order to prevent individual youths from playing more than the hours of games at the shops per day.

Dogging is a legal actvity where people can watch other people having sex. It is spreading like wildfire in Britian and I wanted to set up a dogging meeting site in Thailand. Although dogging in its self is legal and not pornographic, if I dont post any sexual pics on the site do you think i will still encounter any probles in I host it from Thailand?

Uh, ok. Child pornography is bad, so let's ban pornography. Just to make sure.

Car accidents are also bad, so let's ban cars. Would help with the traffic problem.

Alcohol and cigarettes are already being banned, so there we are fine.

I could go on, but I have an easy solution: Why don't we ban everything, except chinese prime ministers?

Tornado, I suggest you educate yourself mate as to what pornography actually is if you are going to enter discussion on this thread.

Porn is the explicit depiction or exhibition of sexual activity in literature, films or photography that is intended to stimulate erotic, rather than aesthetic or emotional feelings.

Dogging on the otherhand is a legal exciting adult way of meeting other likeminded healthy adults.

Maojo man, do you fall about laughing whenever anyone accidentaly commits a typo error? You and Pornado both seem to be a little immature to be posting on this thread. Leave the discussion to the big boys.

Under thai law "pornography" is not the key word, but what the Authorities see as being "obscene". This can vary significantly between Police Chief and Judge. However as ping pong balls in public are seen as obscene, I doubt full sex in public would not be seen as obscene. :o

I have been an active member of the dogging community (I prefer the term voyeurism) in the UK for a few years now. It is an activity that is widely accepted and is much different than pornography. Pornography is obscene because it degrades women. Dogging is quite different where people take part for their own free will. There is no financial obligation or exploitation on any side unlike pornography. This is why pornography is obscene and dogging isn't. Children, monks and the mentially unwell dont have access to dogging communities the same way that they have access to pornography and other web based temptations and this is why the government is cracking down. Whether they see the difference between dogging and hardcore pornography we shall all have to awat, i just hope the government can see the glaringly obvious differences.

I would have thought it was painfully obvious that gay porn does not include women. The majority of porn is not gay and therefore includes women engaged in degrading acts. I am speaking for the majority of pornographic content and not specialized male homosexual material that you appear to show an interest in.

Plenty of gov't workers (in the tens of thousands) sitting around with nothing to do. Better than having them work on this than copy the phonebook to kill time.

You are doing yourself a disservice in separating dogging and normal pornography and claiming the latter is degrading to woman.

What you are claiming is that any dogging-session that is taped and watched later is infact degrading to the woman, not the man...
