Thai 60-Day Tourist Visa In Phnom Penh

My friend and I are planning to go Phnom Penh to get our 60-day multi-entry tourist visas. Our research indicates that Thai Embassy in PP has become much more stringent over the last 6 months and want to prepare accordingly.

In particular, we would like to know if anyone had the experience with the new requirements such as return ticket (does it have to be air or can it be train or bus ticket?) and proof of residency (rental agreement and a photocopy of landlord's passport) in Thailand.

Has anyone used a local visa processing agency for 1-2 day service versus the 3-5 day, which is the norm, I guess?

We would appreciate any references in PP for help in processing the visa. We will be in PP sometime after Jan 20.

By the way, we tried calling Thai Embassy in PP and no one is answering it. Does anybody have any luck reaching them?
