as the office rental was a complete wash out, and still empty nearly 6 years after completion, i think there was talk about turning them into apartments

There are 2 buildings. The main one, the 3rd floor is almost fully occupied.

The other new and bigger building, they are looking to sell the whole building. That's why it's been kept empty in case they'll be able to sell it.

There's a new company which has just moved in and they needed more space and wanted to rent in the new building, but management wanted it to stay empty in case they'd be able to sell it.

Personally I'd rent it out because chances are pretty slim that somebody would buy that entire building from them.
