i had carried seed packets back from Mexico and US without any problem.

i had found sometimes stand(s) selling various seeds in small packets on the bigger roadside village fair or market, seem to have once in a month in our place.

i believe also some others stands were selling the trees from your list, but rather than seeds, like little trees. seeds were more for vegetables, like carrot, tomato, onion, and such.

If you bring it in to the US (I tried this in 2009) you must provide a certification of irradiation? I declared it and they took it. If I didn't declare it and they found it, then I would be subject to hugh fines. I brought back about 5 packs of seeds. My wife wanted to bring all sorts of seeds next trip, so I wanted to test the waters first.

The certificates are probably only issued to importers and not the normal guy like you and me
