Police combine plans for yellow-shirt rally

BANGKOK: -- The Royal Thai Police will adjust its operational plans to handle the People's Alliance for Democracy (PAD)'s - yellow shirts' - expected rally on Wednesday against the government's reconciliation bills.

National Police spokesperson Major General Piya Uthayo said the RTP would support Metropolitan Police in controlling the PAD's proposed rally before the House of Representatives - by peacefully helping to facilitate the traffic.

Piya said his agency instructed a deputy of the Metropolitan Police Bureau, Police Major General Worasak Noppasittiporn, to take responsibility for any activities that occur at the demonstration.

"We want to inform the PAD's protesters so they know that we will use the Korakot 52 plan [designed to control mass demonstrations]," Piya said.

He said there was no hidden agenda behind the order to move Police Major General Kamronwit Thoopkrachang, the 1st Regional Police Office's acting commander, to the position of acting chief of the Bangkok Metropolitan Police.

"We just want to adjust our strategy and responsibility," he said.

Pheu Thai spokesman Prompong Nopparit said national police chief General Priewphan Damapong transferred Bangkok police boss LtGeneral Winai Thongsong to an inactive post at the Royal Thai Police headquarters for 30 days because Winai failed to control the PAD protesters who blocked entrances to Parliament last week.

"There were only thousands of protesters who were rallying in front of House of Representatives but police could not stop them. Maybe they [the police] were afraid of a repetition of the bloody violence on October 2008. This was why the national police chief considered moving Winai," he said.

A violent crackdown by the police will only increase the PAD's support! Dangerous times ahead again, I am afraid. This reconciliation debacle, might ignite the end game we have been waiting for for years now!

The Police were paralysed during the previous round of PAD v Parliament because the Army made it clear that they were behind PAD. The Police knew that if they were effective against PAD they would pay for it. The question remains, is this still the case?

Seems like intelligent planning to allow peaceful protest that doesn't obstruct traffic. I'm sure conspiracy theorists will find a lot to panic about.

I think it is only fair to point out that Chalerm claims that it was the police, not the army that were responsible for Red Sirt deaths as well. Apparently, if this is true, the police are not biased at all.

I'm sure that PAD have no intention of blocking traffic for more than 3 or 4 months, if Yingluck doesn't like it, she can order in the army

PAD rally fiasco linked to lightning transfer

National police chief Priewpan Damapong yesterday ordered the lightning transfer of Metropolitan Police Bureau police chief Winai Thongsong to an inactive post.........Pol Lt Gen Winai said yesterday he had acknowledged the order but he did not know the reason for the decision.

“I think the police chief had a good reason for the decision and I respected it since I’m the one who has winai [discipline],” Pol Lt Gen Winai said. “Who knows, the transfer may be my good luck.”..........................

However, some other police believe the transfer was more likely aimed at protecting Pol Lt Gen Winai from possible ramifications over the manner in which he dealt with the PAD protesters.

Pol Lt Gen Winai is married to the niece of Khunying Potjaman na Pombejra, ousted prime minister Thaksin Shinawatra’s ex-wife.

It is understood the transfer may be aimed at protecting him from potential problems if clashes between protesters and police arise.........

Pol Maj Gen Khamronwit is considered to be a “hardline commander”.

He is expected to keep the PAD rallygoers under control to pave the way for MPs to hold a meeting in parliament next week.

The Korakot 52 riot control plan is designed to be on a par with international standards of crowd control.

It sets out clear and flexible steps to deal with riots and avoid the use of force. The plan involves 102 security teams drawn from various police units. Each team is made up of 14 officers bringing the security personnel total to 1,428.

Korakot 52 has been an improvement upon the previous Korakot 48 action plan which was implemented during the crackdown on anti-government protesters led by the People's Alliance for Democracy on Oct 7 last year.

At 6.00 am, 7 October 2008, police at Ratchawithi Road and Pichai Road shot a barrage of teargas grenades. Police clashed with protestors. Many were injured on both sides. Police made no effort to negotiate with the anti-government protesters............

Several protesters lost hands and legs, although it was not clear whether these injuries were caused by tear gas rounds or the 'ping-pong' bombs. Director of the Central Institute of Forensic Science Pornthip Rojanasunand used the GT200 explosive detection device to try to identify explosive residue on the protesters; not finding any, she concluded that faulty tear gas grenades caused the injuries.[101] A PAD protestor, Angkhana Radappanyawut, was killed. Dr.Pornthip Rojanasunand suggested unequivocally that the death was caused by the explosion of a tear gas canister directly hitting the victim's body. They were among nine top officials alleged to have committed malfeasance in ordering and using force to disperse the crowd of PAD protesters rallying in front of the Parliament on October 7 last year.

Seems they dont want a relative getting charged for the bloodshed, I guess that makes Police Major General Kamronwit Thoopkrachang expendable.

I am starting to see a pattern here, the PTP and Yinglucks are not involved with the recocilliation bills, they have been put forwards by coalition partners. In fact Yingluck has never read them. Seem a lot of plausable deniability happening here.

The plan can be quite simple. Take a page from Suthep's playbook. Ask the red shirts to guard the roads from the constitutional court to parliament. Establish a life firing zone around the parliament and around other buildings that are crucial for the country. Problem solved.
