How about multi-level sales marketing?

Several Thai's I know seem to do quite well with this. One is called Aragon, or something like that... then there is Amway... they have a big office on the ring round some where on the ring road near Big C I think.... it really surprises me Thai people pay higher than retail for this stuff they sell / buy... but one lady told me today she's doing quite well at it....she's certainly not short of a bob or two or I suppose a baht or two!

Been there .... tried that, years ago.... not my cup of tea!

There is a meat/sausage company, I can't remember the name, but they were stocked in Tesco off and on (now off) with a joint British flag and Thai flag logo. They were pretty good. They appeared to be local or at least regional. I bought them every time because the quality was there, but I guess the public didn't take the chance to find out.

International school (operating as a franchise of a British public school, maybe Eton)

Helicopter tours and transfers (including winch drop directly into the full moon party)

Super casino (this would require Koh Samui to declare independence from Thailand)

You wouldn't catch me in a helicopter maintained by thai mechanics.

A thieving loud mouthed agreesive taxi driverermm.gif informed me years ago as he was ripping me off on the "no meter/inflated fare that "this not Thailand, this Koh Samui and the rules and laws of the land do not apply here so a casino could presumably open anytime.

Schooling at a sensible affordable cost with properly qualified teachers would be great too.

I like human zoo u can find plenty of mutters in Pattaya that are dangerous and discusting SCIENTIST can use the zoo for research during closing hours

i would like the government to make a public park as a gift to the people who either from here or live here. Like lumpini park. it is good for the envroment. they have swings and stuff for kids. epople jogging round it.

Car parks food stalls maybe a musium in the middles and buiding for government meeting and other stuff etc. maybe even show films out door on big screens.

I know this isnt exactly what OP was asking for, but BIG C has just mentioned something that has amazed me for the 3 years I have lived here - there is no public space/park land in Samui (that I am aware of). Something that is seriously needed IMO.

Maybe business owners could set up a company to buy land and turn into park for the public

Make money on car parking and small stalls as the company shall need money for maintance plus the share holders get advertising sponsor ship

Share holders would have o hav meetings every month and vote on proposed changes

Producing non German western style sausages. I done a feasibility study on this mid 2009 and found that whilst it was unlikely to make serious money, it would generate enough to live on and had comparatively low start up and running costs. It could be done in a bungalow with a decent size kitchen (mine is 12' x 6' and big enough) which negates paying for rental offsite. Equipment is not much more than a mincer/sausage stuffer, a mixer, full size fridge and a chest freezer. Spin off would be producing Scotch eggs once in a while for parties. Only extra cost with this is deep frying which can be done in a big wok on the house burner. I've noticed over that last couple of years that the local market to me (old night market in Lamai) has started selling locally produced sausages to the Thais, not many but shows a potential customer base outside the Chang Mai sausage.

Try what was Big Joes, don't know what it's called now. Or Alan at the Red Fox Lamai.

Big joes is now called Samui Fresh Foods. It is on the road to the airport, about 150 meters on the left from Bang Rak market. Opposite what used to be the Mangrove

They do cumberland as well as British Breakfast Sausages!
