I was issued with a retirement visa by Bangkok immigration in 2004 and renewed it there in 2005. As I am now living in Pattaya, can I renew my visa at Pattaya immigration, or do I have to go to Bangkok, where presumably they have my file?

Yes if you are now living in Pattaya you will need to bring proof or residencey in Pattaya. Go to Jomtien soi 5 for renewal. Can be done in one day.
