Government Hospital And Tabian Baan (House Book)

Hello!

Actually my wife's family moved from Samai, Watcharaphon (Bumiphon Hospital) to RAMA 2.

Due to the My wife's young sister born handicapped. Normally she will admitted to the hospital 5 times a year due to the infection.

The problem is when the young sister admitted to the hospital. She only allow to admitted to the Bumiphon Hospital in Saimai, Watcharaphon which follow her Tabian Ban. It consume a lot of time and manpower to take care and travel from RAMA 2.

I ever ask why she cannot choose Chulalongkong Hospital since it is more near to our place. My wife said the government hospital only accept patient who living near the hospital which follow the address in the Tabian Ban. And my wife tell me about the Yellow Card (a card for poor people to get medical fee assistant, my wife told me it is 30 bath card) also. But everytime I see the bills, always up to 1X,000 bath for 2 week admission.

We cannot change the Tabian Ban because we RENT the place in RAMA 2.

I was thinking that is there anyone who live near the Chulalongkorn Hospital and can give my family entered his/herTabian Ban for 1 week time for a reasonable charges. After that, I just move back to my original tabian ban. Just to bypass the Hospital Rules and Regulations.

Or can give me any more good ideas? Thanks!

The fact that you are renting in itself does not prevent her being listed in the tabian ban, in fact technically speaking she should be if this is where she is now living.

A tabian ban simply lists who lives at a particular residence, and apartment buildings have them too.

Whether or not it is worth the hassle of changing it depends on how permanent the move is expected to be.. but certainly it will be just as much hassle to get her entered onto someone else's tabian ban, even should you find someone willing to accommodate you. And I don't see why that would be needed.

Suggest your wife speak to the landlord and arrange for her sister to be listed on the tabian ban for the place you rent.

Note that there is no guarantee though that this sill enable her to utilize Chula, she may be required to use a smaller local hospital as first point of care. For that info, contact the NHSO (National health Security Office) Call Center 1330

I think the answer above is broadly correct. It may also be relevant that, under changes introduced on September 1st, universal coverage scheme (UCS) members can ask to change to a hospital (or technically a contracting unit) nearer their homes four times a year, compared to the twice a year that was allowed before. Of course, you need the house registration to establish where your home is. The UCS operates a gatekeeping arrangement whereby patients are expected to enter the system via their local contracted facility (Ideally a primary care unit) and then referred on to hospitals in the contracted network. I don't know the arrangements affecting Chula but that might be a reason why a patient cannot present direct.

The latest changes also make it possible for hospitals, though not community units, to again start charging the 30 baht co-payment. This is a bit confusing through because the charge is at the discretion of the hospital and some may not impose it. If the OP was paying sums in excess of 30 baht (which presumably anyway wouldn't have applied before last month) it was probably because the patient was receiving treatment outside the scheme due to still being registered in another area.
