Basically i don't want the once off halogen/plasma light one.

Its proven that the whitening "advantages" of light bleaching are not conclusive, rather the heat and energy created by the lighting actually may dehydrate the teeth resulting in a return of colour over a few weeks as h2o returns the the teeth.

i got quoted close to 10,000 baht for all up for whitening, have to have a filling and teeth clean at 2000 baht and the whitening will be around 7-8000 baht.

Place in CM, I can't say, but the method you want ios use of a presecription bleaching gel. You get molds made of your teeth to produce custom-fitting trays that you put the gel into and wear for a short period of time daily until you get the desired result. (No problem if you skip a day or two, it just takes longer if so).

It costs more the first time because of having the trays made, after that you can keep them for future use and need only purchase the gel (as after a few years yiour teeth may reaccumulate stains).

The gel comes in different strengths. I believe it cost me about 1500 baht a tube last time I got it, and needed about 2 tubes so 3,000 plus the cost of having the trays made (which I forget).

I've done it that way once. If I do it again I'll buy the stronger bleaching gel and do it in a few hours, one time only. At my dentist the gel costs about 800 baht.
