Hemp paper was cheaper, more sustainable, and required fewer chemicals to process than wood pulp. Hearst’s newspapers launched sensational, racially charged propaganda against cannabis, using the term “marijuana” (a then-obscure Mexican slang word) to associate it with crime and immigrants, especially Mexican and Black communities. Anslinger needed a new target post-Prohibition to justify his department.
