Thank you for posting this. I have just read both the news article on the inspector's report and UKBA's response. I will definitely be quoting parts of this in my complaint to them and in our appeal.

It seems from reading the response, that they can make exception's to the rules jn certain "exceptional"cases relating to human rights and "in the best interests of a child".

These were key factors in my case and we were still not given a visa, we don't even know why yet, as they sent us somebody else's decision letter! Bunch of incompetent idiots!
