Electronic tagging instead of jail to be introduced for Thai inmates

BANGKOK, Feb 1 – Thailand will soon introduce electronic monitoring (EM) technology among offenders to relieve overcrowded prisons, according to a leading lawyer.

Ukrit Mongkolnavin, chairman of the Independent National Rule of Law Commission, said the EM programme is part of a range of human rights issues and that EM devices should be applied to inmates with minor offences, political prisoners and economic-related convicts so that they do not need to be physically present in prisons.

The number of inmates in Thai prisons nationwide has exceeded the international standard maximum by four times, Dr Ukrit said, and the introduction of EM technology will not only alleviate crowding in the country's prisons but also save on the national budget, he said.

Over 50 countries worldwide have introduced EM technology, said Dr Ukrit.

Yanaphon Youngyuen, deputy chief of the Department of Special Investigation, supports the introduction of the electronic monitoring programme and said the devices should be used for first-time offenders or inmates with minor offences.

The 'monitoring instead of prison' scheme, approved by the cabinet on Jan 22, will possibly be introduced within one year. The technology is a non-surreptitious surveillance with an electronic device attached to a person or vehicle to continually monitor their specific location. (MCOT online news)

It doesn't work well anywhere else so I can't see it working at all well here where the people manning the tracking equipment will most likely be bribed or drunk ! Just what we need; thousands of scumbags still free walking the streets instead of banged up with their own kind.

Wonder who get to define minor offenses? That will be the plum job of all time in this corrupt country.

I can see it now A "Ministry of Minor Offenses" This could work into a better position than all the other ministries put together. I am not priviliged to the kick back inter workings, maybe its shared between all in the coalition?

Followed by a 'hub' of minor offences which will be subsequently followed by a 'crackdown' on minor offences.

How about focus on how to reduce crime and help with rehabilitation of the inmates instead of these short-term solutions to a problem that is only going to get worse? A lot of the inmates are in there for drug possession and other victim-less crimes. Shouldn't rehabilitation and assistance be provided to these inmates giving them the opportunity to turn their lives around and contribute to the economy? Instead of placing them in these inhumane prisons which places a strain on the taxpayer who have to pay to have them there in the first place.

Stop using reason and logic, it is NA (non applicable) in Thailand

Dead right.....MBK or Pantip....device useless!....

But as former post mentioned....who, if anyone with an ounce of inteligence, will be monitoring these people.

Without understanding the technical aspect of the system, where these devices will be sourced, are they implants, bracelet type???....it is easy to see that the whole scheme would fail immediately...Thailand just isn't up to this level of management.

Remember, follow the money to find out the why.

Thousands of new EM bracelets will mean someone will get the contract meaning someone will get the kickbacks.

Then the opportunities for bribes and kickbacks becomes endless once the devices start being used.

Let's just hope the morons buy something that works properly and is not just a scam like the GT200 bomb scanners (which the clowns are still using incidentally.)

This just about covers everybody that the PTP and the Redshirt leaders want out of prison and I would assume Thaksins conviction would be an economic related crime, so there would be no reason for him not to comeback to Thailand, unless of course his sensitive skin would be chafed by this electronic devise.

That's what I was thinking.... The OP post included "political prisoners" among the list of those likely to be eligible.

So I guess, he could end up as Prime Minister again and walk around wearing his ankle bracelet at Cabinet meetings... Cool! tongue.png

In fact, the authorities could start handing out one monitoring bracelet each to all of the Cabinet members...as kind of a future "get out of jail free" card to use as needed.

Like it or not this is a small step towards crime prevention. Many Criminals learned there trade in prison when they were there on a minor charge. They come out a full grown criminal with all the knowledge to user in the trade.sad.png

People come up with these ideas that are really good but have no practical value.whistling.gif

They are quick to point out that Thailand is a 3rd world country or as banana republic.

rehab?????? Hellooo your in Thailand.....they wont change except to try harder not to get apprehended next time the break the law
