BANGKOK: -- The terms of reference (TOR) for six local and international consortia bidding for the Bt350-billion flood and water management newsjsprojects have been submitted to the Water and Flood Management Commission for initial consideration, pending finalisation in the next 45 days, the WFMC said yesterday.

The complete version of the TOR will be made available next week after they are scrutinised by the WFMC, before they are returned to the consortium members for final bidding, said Royon Jitdon, a member of the commission. He said a project to set up and run a database would cost less than the allocated Bt5 billion.

There are a number of disputes over the TOR, whether the construction of expensive floodways, catchment areas, and large dams are needed for overall flood and water management. There has also been uncertainty about budgets earmarked for them, said another WFMC member, Aphichart Anukoolamphai.

The first consortium is a Thai-Japanese venture, which passed the first selection in eight modules out of 10. The Thai firm is Unique Engineering and Construction, which has built many major projects, while the Japanese partners include Obayashi Corporation, Taisei Corp, Kajima Corp and Shimizu Corp, all of which have experience in building large-scale dams, bridges and tunnels in many countries.

This consortium also comprises four leading Japanese consultancy firms that took part in many projects through the national flood-management agency of Japan and in cooperation with Japan International Cooperation Agency (JICA). It also has 10 other Thai and Japanese construction firms as project partners.

Another consortium is a Chinese-Italian group - ITD-Power China JV - which comprises Italian-Thai Development (ITD) and three Chinese construction and water-management firms. Power China has built many structures worldwide, including dams at major rivers in and outside China, including two major ones in Ethiopia and Pakistan.

Korea Water Resources Corp, which is entering the fray on its own, without Thai partners, is a potential bidder, with many large-scale projects under its belt. This South Korea-based company has registered capital of Bt650 billion, and plays a crucial role in planning national water and flood management for the Korean government, in addition to several other related projects.

K-water has shown interest in building floodways, citing the 29 floodway projects it built in South Korea as an example of its success.

Beauty with a purpose

BANGKOK: -- If there was any implicit theme in the Miss Thailand World promotion event yesterday, it was the effort to disassociate beauty from its more common, superficial trappings.

Julia Morley, chairperson and CEO of the Miss World Organisation, certainly made this clear in her talk with the press.

"Our slogan is 'Beauty with a purpose'," Morley emphasised several times. "We're not about bringing together a bunch of empty-headed women who are only beautiful. This crown is a symbol of the quest to make a real, tangible difference in the world through real, tangible actions."

Morley was present at the event organised by BEC-Tero yesterday at the Maleenont Building. Standing next to her was the radiant reigning Miss World Yu Wenxia from China.

Yu too agreed that beauty pageants are generally misconstrued as being simply about physical perfection. "It's more to do with character," she says.

For Yu, wearing the crown for the last few months has been something she'll never forget.

The two beauties have been in Thailand since Wednesday, touring Chiang Mai and meeting Prime Minister Yingluck Shinawatra there before coming to Bangkok.

At the BEC-Tero event, Yu and Morley were accompanied by four former Miss Thailand World beauty queens from the years 2007, 2009, 2010 and 2011 - Kanokkron Jaichean, Phongchanok Kungub, Sirirat Ruengsri, and Phatchalida Rodkongka - in promoting the upcoming Miss Thailand World pageant.

The competition will be held in April, and applications are currently being accepted. The former Miss Thailand World winners will be playing mentor to the new batch of participants.

Yu and Morley will be leaving for Jakarta on Monday. This year's Miss World pageant, the 63rd, will be held in Indonesia on September 28.

Over 200 teachers demand transfers out of deep South

YALA, 16 February 2013 (NNT) - According to an educational body in the southernmost provinces, over 200 teachers have applied for transfers out of the restive region following a series of deadly clashes with the latest incident occurring in Narathiwat this week.

Around 30 militants attacked a marine base in Bacho district, Narathiwat province at midnight on February 13. 16 insurgents were killed in the overnight shootout by the marines. As authorities are still in pursuit of the remaining militants, rumors and leaflets threatening lives of Thai officials and civilians spread over the region, leaving local teachers in fear and uncertainty about their future.

Chief of Yala Primary Educational Service Area Office 3 Adul Promsaeng said that in Yala alone, 44 teachers have already appealed for a transfer out of insurgency-prone districts. In total, over 200 teachers in the three southern border provinces have submitted their transfer requests in the wake of targeted killings. He added that the office will be holding meetings with school directors in the area to devise measures to cushion the situation.

Nearly 160 school personnel have been killed since the Islamist insurgency flared up in Thailand's three southernmost provinces in 2004. In January this year, a Muslim teacher was gunned down in his school canteen, leading to calls for tightened safety measures in schools.

Port workers shun working overtime, demand boss removal

BANGKOK, Feb 16 – Workers of the state-operated Port Authority of Thailand (PAT) declared their refusal to work overtime this weekend and pressed for the dismissal of director general Viroj Chongchansittho, who was charged with mismanagement and creating internal conflicts.

The PAT labour union announced that 500-600 stevedores will not work beyond official working hours, starting from 4.30 pm Friday until tomorrow.

The threat prompted shipping companies to call for an immediate solution to the labour dispute, or their logistics costs would be severely affected.

Charae Meedanu, PAT labour union leader, said the stevedores will resume their regular working hours on Monday morning and some importers/exporters have been informed of their move.

The labour union called on the PAT management to suspend the employment of Mr Viroj and demanded that PAT give overdue overtime payment to employees.

The PAT board of directors is scheduled to have its regular meeting on Monday and a review of Mr Viroj’s performance is on the agenda. Mr Viroj’s employment term is due to expire in April 2015.

Paiboon Polsuwanna, chairman of the Thai National Shippers’ Council, said exporters hope the conflict will last only a few days, or their logistics costs will surge.

Over the last several years, exporters have done their best in meeting deadlines in their product delivery and even requested round-the-clock stevedores’ service, he said. (MCOT online news)

BANGKOK, Feb 16 - Prime Minister Yingluck Shinawatra on Saturday said her government is worried about drought situation which could be intensified in the next three month.

The premier expressed her concern in her weekly televised address "Yingluck government meets the people," saying that the government has reviewed its strategies in tackling drought to avoid repeated problems, as 29 provinces have been now declared disaster zones affected by drought.

She said the government wants the public to have sufficient water resources for consumption, while for agriculture, the government will have to consider the water management situation in each area, such as suggesting farmers plant crops which consume less water and introducing alternative occupations.

In the long-term, Ms Yingluck said a sustainable water management plan is needed under a single command operation under Bt350 million of budget, which will covers both flooding and drought.

Regarding haze problems in the North caused by forest fire and burning of cultivated lands after harvests to kill off old growths to prepare fields for the next plantings, Ms Yingluck said a special centre has been set up to closely monitor the smog situation during the so-called "80 dangerous days" after harvest season.

The prime minister said the overall situation has improved as local residents have cooperated with authorities. She said the government focuses on crop burning prevention and offers technical assistance to farmer to improve their soil quality and productivity. (MCOT online news)

Competition between Norwegian and Thai Airways means cheaper flights

BANGKOK: -- Norwegians who wish to travel to Thailand might stand to save money in the future. This summer, Thai Airways who had had the direct route from Oslo since 2009 and now flies directly to Thailand five times a week will be expanding with daily flights. At the same time, Norwegian will be setting up three weekly departures directly to Thailand.
