Watching the speed meter, my connection seems to be a poor accelerator, going from 2- 5- 7 and reaching 8.9 of 10 only in the in the last second. Is that normal?

Yes - The speed meter has a ref window of time and then downloads a small file - as that file is received it sees an avg of the amount recieved to the window of time before the window is closed - so at the start the avg is 2 over the window of time then 4, 6 etc it should walk up in speed during the test. It is not really accelerating it is accumalating and the only number that matters is the result. Your download for the test was likely near the same speed the whole time - the avg method of a volume over a time removes any spikes and lows an instant look would see.
