My Galaxy Tab pics up the True Move signal great. Looks good at only 300b p/m unlimited. It would really only be for video calls back to the family at home. But to pay you need a Mastercard/Visacard... and that's it? No other way to pay?

No need to pay 300 baht. You can simply buy a SIM card. If True H, you can simply add credit and then apply the WiFi month package for 107 baht. You get a username and password by SMS in return.

DTAC is ฿69 (or it was when I used it last) but they don't have as many hotspots & it's a waste of ฿69 now I'm on an unlimited 3G tariff. Skype works over 3G now (on iOS at least)

(My Galaxy Tab 8.9 has a sim slot, but isn't a phone)

Pop into a TRUE shop and use their phone or make a friend and use their phone.

Use the Short Code or SMS method indicated above.

But since you have a SIM slot, you may have the possibility to use USSD codes. I don't know, as I have no knowledge of your machine.
