no. its called browsing. grazing is what horses do in a pasture. what goats do is browsing for forage since they eat from head level and higher. sheep do graze, prefering graze to forage depending on breed of sheep. FYI.

goats are foragers, they browse, nipping here and there at leaves, thin branches, wisps of yummy green stuff to eat. their heads are up.they take out the bottom layers of branches on trees, reduce scrub, and prefer broad leaf vegetation to grass. sheep keep heads mostly down,preferring grassy types of vegetation althoug will eat forage also, but graze by walking along and nip/pulling at the green stuff in a pasture. when people here pasture out goats and sheep, the goats go ahead of the sheep, redusing the scrub and brush, and the sheep then find the grazing that they prefer.

horses graze by tearing at the grass. donkeys browse similarly to goats, choosing roughage and branches/twigs./leaves as much as pasture graze.

of course we are in the judean mountain\desert areas
