For Belgians living in Thailand (and registered at the Belgian embassy as such), you can now only receive the necessary paperwork to marry if you hold a yellow house book (with you registered in it of course).

Without the house book they will refuse to issue the paperwork.

So basically if you do not own a condo or house, you are out of luck unless you can find a willing landlord to register you on his property, which is highly unlikely.

The Belgian embassy claims that this is a requirement from the Thai government, without the yellow book they do not accept you having a legal address in Thailand.

Somehow I doubt the above, as this would mean it would be the same or all nationalities/embassies!

This has been verbally confirmed to me over the phone by the consular officer at the embassy.
