BANGKOK: -- Ministry officials are concerned Cambodia might again table a universal management plan for the disputed area around the Preah Vihear Temple at a Unesco World Heritage Committee (WHC) meeting in Phnom Penh next month.


They will recommend to Cabinet next week that Thailand take a tough stand should Cambodia put forward the plan at the 37th session of the WHC meeting on June 16.

After the Preah Vihear Temple was designated a World Heritage Site in 2008, Cambodia proposed a plan at the 35th session of the WHC in France.

Thai representatives led by then natural resources and environment minister Suwit Khunkiti objected and announced Thailand would withdraw its Unesco membership if the organisation approved this Cambodian plan.

Natural Resources and Environment Minister Preecha Rengsomboonsuk said yesterday WHC meeting agendas so far hadn't included a Preah Vihear plan - but the ministry would submit Thailand's prepared stance on the matter for Cabinet's consideration on May 28.



He said Thailand was prepared to object and be absent from the meeting if the WHC insisted on considering the plan - or a matter related to Thailand's sovereignty over territory - and would not cooperate according to the WHC resolution on the matter, if it affected Thailand's sovereignty.

Preecha said Thailand should protest that Cambodia was sending experts to survey the land around the temple.

This was against the International Court of Justice (ICJ)'s temporary order for both sides not to do anything pending a ruling on interpretation of the June 15, 1962 judgement about Preah Vihear - and the survey and boundary setting result under the Thai-Cambodian Joint Boundary Commission (JBC) framework.

Thailand would also object to a WHC fund allocation to support Cambodia in any activities on Thai territory.

It urged the WHC to probe Cambodia's alleged spending of WHC funds for purposes other than to conserve and rehabilitate the world heritage site.

If the WHC considered the agenda - 7B: State of Conservation of World Heritage Properties Inscribed on the World Heritage List - and Cambodia proposed the plan as an additional item, Thailand should be prepared to check the accuracy of documents and to argue and explain its case to WHC member countries, he said.

At the upcoming WHC meeting, Cambodia would serve as the chairman while Thailand would act as deputy chairman, along with four other countries - Algeria, Colombia, Senegal and Switzerland. This would be a good chance for Thailand to monitor and review WHC meetings on a daily basis and to argue and insist on its stance, Preecha said.

At the meeting, Thailand planned to propose listing Nakhon Si Thammarat's Phra Borom That Chedi at Wat Mahathat Worawihan as a World Heritage site, he added.

I suggest that both sides should have a good old fashioned war, then the winner takes all! Stop all this childish behavior, get the big guns out and see who is the toughest one. And if one side is not winning, then they can blow up the temple, and show who is boss.

So much crap over a pile of rocks that I feel that the Thai's are just using this as a smoke screen for another agenda. Who really gives a sh*t, let the Cambodians have the rubble and share the adjoining land as some sort of free trade zone for Thai /Cambodian commerce. Everybody wins.

The Thai's can not even provide infrastructure for the land they have got so why bother with continuing with this very stupid issue.

This whole Preah Vihear issue is one of the Dems crazy projects intended to bring Thaksin down. Their ingenuity was sparked by Cambodia's sucessful application to make Preah Vihear q world heritage site. This after Thailand had accepted the Court's dicision half a centuary ago on the sovereignty of the site.

So all of this nonsence is based on no more that the Dems sour grapes. Utterly ridiculous.

Now the DEMS call for the resignation of the present government on the basis of the same anti Thasin project. Sometime I wonder if any of them give a damn about Thailand or anyone here since their brains appear to be locked in a tantram based on the possibility that they may have to share Thailand's wealth with all of Thailand's institutions and people.

Thaksin, through the PTP, was all for caving in to his new mate on the other side who had appointed Thaksin as an advisor. For what we never learned. The irony is that the PTP government did not cave but ibstead stumbled in to today's messed up situation so its business as usual for Thailand. The Thais accepted the 1962 decision that the temple and the land it was on was Cambodian. The Cambodians are now arguing that the decision included the adjoining land. The Thais disagree with that, and this court case is to clarify whether the original decision included the adjoining land or not.

The problem is that the Cambodians want to use land that is still in dispute in their world heritage plans.

I hope this is the last time I have to say this, but it probably will not be.

That little bit of legislation from 1962 also laid out the dotted line in the gulf.

I'll keep it short......

Thaksins eternal friend was happy to keep that dotted line in the gulf as it was, and more than likely offered to cut him in on the proceeds, that is why the subject of this temple never caused a blip on the radar at the time.

During a power shift, the chance of all that oil money coming to Thailand didn't sit well with the eternal friend of Mr T and Mr T himself, as they were not going to get it.

The temple itself and the land surrounding it has nothing to do with this situation, apart from being there.

Never mind UNESCO if the Thais don't accept the ICJ court ruling they may even get slung out of the UN altogether.

Wishful thinking? Lets' add on the stoppage of all foreign aid to Thailand too. How about threatening to deposit Thaksin back in LOS? That might made a few sit up and consider their options.

Thailand would be better off developing Phnom Rung than pointlessly arguing about a pile of rubble.

I don't mind sharing, but when I share, I want others to know that what I am sharing belongs to ME.

All the talk about sharing the land is great, but first it has be decided to whom it belongs.
