Tell your friend that you have already decided on who you want at your birthday and you don't have the money to pay for Mr and Mrs Smith. If that person who is being pushy still doesn't understand - forget about them and take them off your birthday invite list also. That way you save money and don't have to deal with the hassle. I don't think this is anything to do with Thai custom and whatnot.
