Chinese don't care, they don't use the beaches but drown in their pool or go snorkeling even though they can't swim. The sea conditions are really not important to them.

Leave a few of the corpses on the beach and I'm sure that will deter people going in.

Like the warnings on cigarettes, people need to be confronted with death before it hits home.
