legal for Government Lottery Office to donate for bridge repair?

In the Thai news today I read The Government Lottery Office (GLO) has donated 5 million baht to Kanchanaburi Province in a bid to renovate Mon Bridge which was destroyed by flash flood back in July. Government Lottery Office Director Pol. Maj. Gen. Attakrit Thareechat travelled to Kanchanaburi in a helicopter to donate a 5-million-baht fund to help rebuild the wooden Mon Bridge.

Can someone explain to me how it is possible for a government office to donate funds from lottery proceeds for any purpose? The lottery act mentions nothing about the director holding the authority to gift funds for projects he deems worthy.

Why is this in the BKK forum?

YOu seem to have to adapt how sometimes things work out in Thailand-the common ''TIT''s syndrome of many TV-users. The lottery is set up to help out in worthwhile causes-whatever they are, but it must be Thai/in TH. I do not know of any lotteree in this whole world that puts all money put in back to payers/buyers.

It is the bangkok forum because the news item is locked. Where is your information from concerning the use of lottery money for "worthwhile causes." Nothing in the act states the use of lottery monies for wothwhile causes. Since it does not mention this, it also does not state how a worthwhile cause is determined or what constitutes conflict of interest in determining a worthwhile cause.
