Fixer (journalist or production company) for a major international news channel

Our international news channel will produce 2 programmes in Thailand:

the first on the project of hi-speed trains and

the second on Internet- based projects that allow very isolated villages to benefit from public services such as schools and health care.
We are seeking a fixer, which could be a journalist or a production company that can contact the people to interview, help us to choose the locations where shoot pictures, run the application for shooting permits.

Details on the mission:
1) find the Transport ministry office or the architecture office that's making the project for the hi-speed rail and get permission to shoot pictures and interview someone responsible for the project. I understood that they aren't yet construction yards working, so the only way to shoot some pictures is to see drawings, animations, computer rendering of the project
2) an interview with the Transport Minister or a high-level representative of the ministry about the strategy surrounding the hi-speed rail.
3) permission to shoot pictures in a big railway station in Bangkok and, generally, on city main streets
4) find a remote village that has adopted an Internet-base project to have access to education and medical care, get permission to shoot pictures in the village and shortly interview common people and children.
5) an interview with the village's responsible for the communication project. I think that we'll need a translator at least for the story on the remote village.
