In that range, best be here and looking in some of the neighborhoods, you might check the Phuket Gazette classifieds also.

I just did a quick check with a few rental agencies. Cheapest I found in Bang Tao was 38000. Close by in Kamala 36000. Nothing in Surin below 60-70ish. I would find a cheap hotel in that area for a few days and look around on foot. At that price, I don't think it will come with internet or security. Possibly a small (25 sqm) inexpensive guest house would deal for 15k/month.
