That appears to be just another VPN/DNS solution of which there are many available. At USD8/month the price is above average. I pay USD50/year for mine.

Yes, the DNS-based solutions will work for streaming on a Samsung Smart TV assuming that your international bandwidth from your Thai ISP is up to the task. Once connected you can reset the TV to show the full range of UK apps, and this all works well.

VPN solutions will only work if you can set up the VPN via your router (or some other third device) as the TV cant handle VPN connections directly.

For viewing Sky and other pay services like Netflix etc you still need a valid account and log in to use with those services, and there would need to be a suitable app on the TV for connecting to those services. I dont remember seeing one for Sky on mine, but I didnt look for it. I do use the BBC iPlayer app on my Samsung TV quite often.
