ubonjoe
Unless you are on a long term extension of stay and have made a 90 day report to Bangkok immigration you will not get a certificate of residency there. You will have to go to your embassy to get one.
tutsiwarrior
what can we say about the issue of certificates of residence in general? I have a one year extension of stay from a provincial immigration office but I don't do 90 day reports as I work outside of Thailand...is it a good bet that my immigration office will issue me a certificate of residence for car registration purposes? I wanna avoid BKK and the embassy for this purpose if possible...

Every immigration office will have different requirements and there are a few that don't do them at all.
